RESTRICTIONS on trade in Manchuria. You should take steps to find out what duties are levied at Antung, and whether discrimination is practised. If necessary, His Majesty's Consul at Newchwang or Chefoo should go there for the purpose.
We will inquire of the Company as to the name of their agent, and how he obtained his information. The suggestion contained in the last paragraph of your telegram No. 236 of yesterday will also be made to them.
